Governance

The Chief Executive of Skills Funding, is legally responsible for the delivery of the Learning Records Services, which itself is part of IM Services, a shared service for the benefit of the whole of the education sector. He has the authority to make decisions on direction and spend within a defined budget. This authority is delegated to the Learning Records Service's Senior Responsible Owner.

A number of changes have been agreed for governance of the IT services provided by the Skills Funding Agency at departmental level. This includes the creation of a Cross Sector Information Services Governance Board, jointly chaired by senior representatives of BIS and DCSF that will approve and monitor IT services carried out on their behalf by the Skills Funding Agency.

The LRS Service Management Board oversees the management of the operational services. It also addresses performance reporting, planning and risks and issues management. The Learning Records Service will produce a formal business plan for each year that will set out the priorities and budget proposals. This will be approved by the Service Management Board and submitted to the joint BIS / DCSF Cross Sector Information Services Governance Board, which is where the Learning Records Service will take its strategic direction from. The Customer Scrutiny Board meets quarterly and is to ensure customer scrutiny of the Learning Records Service's products, functions and sector tools and where appropriate escalation of issues to BIS / DCSF. Members of this board have a clear stake in the delivery of the shared service or represent a stakeholder community that relies on the operation of the service.Click here to access the Terms of Reference for the Customer Scrutiny Board.
