Awarding Bodies
MIAP was established to streamline how individual learning and achievement information is collected, handled and shared across the education sector.
In conjunction with key partners, including QCA, the programme has developed a Learner Registration Service. This service allows educational providers to register learners and where appropriate, verify the participation and achievements details of those already registered.
The Unique Learner Number (ULN), a 10–digit identifier, is set to play a significant role in the administration of many awarding organisations for the purpose of verifying learner details and sharing learner participation and achievements. However, it will not necessarily replace awarding organisations own enrolment or candidate numbers.
14-19 Diplomas
The ULN is a compulsory element of 14-19 Diplomas. It is required by all the awarding bodies involved in the aggregation of any achievement that will contribute to a Diploma. Component Awarding Bodies (CABs) send a learner’s component achievements to the Diploma Aggregation Service (DAS). This service aggregates a learner's component achievements, notifying the relevant Diploma Awarding Body (DAB) when a learner has completed all the elements required for a full Diploma. The DAB can then issue the final Diploma certificate. The ULN is the key identifier that allows the different components to be matched together and aggregated for an individual to achieve the Diploma.
Qualifications and Credit Framework (QCF)
In time, QCF will introduce online access to a Leaner Record, which will support Credit Accumulation and Transfer (CAT). CAT will enable learners to accumulate their unit achievements on a Learner Record and transfer these units between learner providers and awarding organisations to gain full qualifications. The ULN is the key identifier that will allow the different units awarded by different organisations to be matched together, accumulated and transferred, where appropriate, for an individual to achieve full qualifications.
MIAP is currently piloting its free and voluntarily online Leaner Record with learners, learning providers and Information, Advice and Guidance services (IAG). MIAP is hopeful that in time, awarding organisations will choose to pilot the ULN and MIAP Learner Record as part of their administration solution for QCF and if possible their full catalogue of UK qualifications.
MIAP provides systems to support:
- Better sharing of data with centres and learning providers
- Aggregation of a learner's achievement data into qualifications
- A means to streamline examination administration
- A secure mechanism enabling learners to access their qualifications and other achievements electronically
- Learners to control how that data is shared outside Awarding Bodies
