Local Authorities
The use of the Unique Learner Number (ULN) in further education has been established, as there is a requirement for the ULN in the Learning and Skills Council Individualised Learning Record (ILR) returns. The advice is that all learners in education or training should be allocated a ULN as a means of identifying their learning achievements for life.
The use of the ULN for school age learners is steadily growing with the increase in the opportunities for the 14-19 Diploma, the requirement for Functional Skills and the increasing use by awarding organisations. The first line of support is often the 14-19 co-ordinator within the Local Authority.
We would recommend that all Local Authorities register as Learner Registration Bodies; this will not only enable the retrieval of ULNs for pupils under the direct control of the LA and provide a useful source of data for school pupils in the LA but also allow the LA to obtain ULNs for adult education and CPD.
